Can I change the title of the clip?
at this moment you can not. this is a limitation of the twitch api

Can the person who creates the clip be the owner?
no. whoever creates the clip command will be the owner of the clip
it's advised that the streamer/owner of the channel creates the clip command

Can the length of the clip be changed?
no, this is also a limit of the current twitch api
any clip created with the clip command will be around 30 seconds.
